CHIFA moves grassroots experience through six connected stages. Before anything becomes intelligence, participants confirm and sign off the clarity they want carried forward. From there, embedded voices are accountable for how that intelligence is represented and used.

Stages 1 to 3 build grassroots clarity. Stages 4 to 6 sit inside the Embedded Voice Accountability Phase, where signed-off intelligence is stewarded into system learning.

CHIFA holds an accountability loop between embedded community voices and the wider grassroots ecosystem they are understood to represent, so representation stays visible, grounded, connected and answerable.

    Grassroots realities are surfaced in trusted reflection spaces. This is lived material to think with, not a collection of isolated complaints.

    Recurring patterns

    Patterns are recognised across sessions, voices and settings. What looked like one-off frustration starts to reveal structural friction.

  3. 03

    Structural articulation

    Those patterns are then translated into structural language, clear enough for leaders, commissioners and partners to engage with.

Part 2 · Embedded Voice Accountability Phase

    Intelligence confirmation & sign-off

    Participants confirm and sign off the articulation before it becomes intelligence. Nothing carries forward without their authority.

    Embedded voice partnership

    Signed-off intelligence then enters partnership with embedded voices, who take on accountable representation of what has been agreed.

    System learning

    Systems learn through the accountable stewardship of that intelligence, which supports clearer, quicker and more grounded decisions.
